Dr Powell joined Oubre Animal Clinic in 2007, having been born and raised in Texarkana. He was an Oubre Animal Clinic client for over 20 years, so this was a natural fit. After graduating from Pleasant Grove High School, Dr Powell began his college education at Texarkana College. He then earned a Bachelor of Science at Texas Tech University in Animal Science and a Masters of Science in Animal Breeding and Genetics. From there he continued his studies at LSU School of Veterinary Medicine where he earned a DVM in 2005.
